POLICE CITE FAILURE TO COMMUNICATE

Police forces in several districts across Phnom Penh are reporting problems sending and receiving messages using their walkie-talkies, with noise and irritating sounds, such as dogs barking, appearing on channels used for normal communication.

Phnom PenhMin Sovanna, director of the radio communications department at the Ministry of Interior, said investigators are looking into the matter. He said that the current technology is out of date and may not be sufficiently secure.

About 20 years ago we installed the system for $2 million and it still is in use now. The old system now cannot be secure, but we lack money to upgrade to the digital system.

He believes that someone is using the same frequency numbers for the walkie-talkies and is tuning into them, though they may not be doing it with the express purpose of scrambling police communications.

Installing a better version could cost millions of dollars, he added, with each new walkie-talkie costing about $1,000 to $2,000.

Reang Putheara, a police official in Chamkarmon district's Boeung Keng Kang III, said the harassment really disturbs police work€. He has heard dogs barking on normal frequencies.

€This group, if they are arrested, we cannot forgive them.

Lieutenant General Kirt Chantharith, spokesman for the National Police, confirmed the problem, and said that while police have been unable to find the source of the attack, they are investigating.

€œSooner or later we will find them. They make harassment especially when we have big events.€ he said. Now police forces use the walkie-talkie by changing its code number to avoid harassment.

If, in fact, police communications are being intentionally disrupted, it comes during an upswing in attacks on government communications.

Since late April, authorities have arrested a total of four people believed to be members of Anonymous Cambodia, the local chapter of the global hacktivist group, and accused them of hacking into government websites. All four are in detention awaiting trial.

Anonymous Cambodia's Facebook page over the past week contains posts about taking certain government websites offline a€“ including the national police website€“ but does not mention involvement in the walkie-talkie harassment.

Bob is not alone, loads of people had great fun last year with. Skyrim destroyed the social lives of half of my friends. Awesome graphics, Skyrim was quite rightly lauded as one of the best games of 2012. Each. Saw him.

Fell prey to. Gamers are obviously still buying it, which might not. Might annoy F1 fans who get confused and buy it by mistake. Its the next version along from the last release. Its not anything new.

One more of last year’s big sellers was was ‘Dragon Ball Z: Ultimate Tenkaichi’ to be fair, I don’t know why I picked this one. I don’t even know what ‘Tenkaichi’ is (I think its served in a sort of smingy sauce. I hate Dragonball Z. Have you ever actually tried to watch previous. Easy to kill” the heroes are over the same desolated area that was destroyed last series. Extremely pissed off) hero gets really mad, glows yellow and kills him. The end. And it only took ten episodes. What’s that? Oh, the game? {I have no idea, I got sidetracked|Distracted|Taken off on a tangent…Pissed off and angrier.

WWE Crowns New World Champion at Landmark Event

Last Sunday, World Wrestling Entertainment hosted the 30th edition of its annual ‘WrestleMania’ Pay Per View event. The company celebrated its anniversary in style by crowning a new World Champion in Daniel Bryan, a greatly respected wrestler formerly known as ‘The American Dragon’.

The show, held at the Mercedes-Benz Superdome in New Orleans, Louisiana, featured a star-studded card. Returning stars Hulk Hogan, ‘Stone Cold’ Steve Austin and The Rock made non-wrestling appearances, as more recent stars like Antonio Cesaro, The Shield and AJ Lee emerged triumphant in various contests.

The talk of the night, however, was Daniel Bryan.



As part of the WWE’s ongoing storyline, ‘D-Bry’ had made an enemy of company bosses Triple H and Stephanie McMahon. He first won the WWE Championship at the company’s ‘SummerSlam’ PPV in August of last year, however, minutes later, fellow wrestler Randy Orton arrived and took the belt away via the company’s ‘Money in the Bank’ stipulation.

Later, at September’s ‘Night of the Champions’ event, Bryan was victorious over Orton, only to have his title belt stripped away the following night by HHH. Further attempts to raise the gold at October’s ‘BattleGround’ PPV and October’s ‘Hell in a Cell’ event were also unsuccessful (in most cases due to some outside interference).

During this time, Daniel Bryan’s quest for the WWE laurels became a mainstream concern. His T-shirts were seen being worn at numerous American sporting events and his signature chants of “YES! YES! YES!” and “NO! NO! NO!” were heard in a multitude of sports.

For a while, the WWE appeared to have dropped Daniel Bryan as a Main Event prospect, raising the ire of his fellow wrestlers and wrestling fans alike. The company promoted returning wrestler and former champion Batista as being the hero that would unseat the villainous Randy Orton, but fans rejected this premise, booing Batista and demanding Bryan.

The event stipulations were that Daniel Bryan first had to defeat multi-time WWE Champion Triple H in order to gain a place in the Main Event against Orton and Batista (all are considerably bigger than the diminutive would-be champ). If successful, Bryan would then have to triumph over the combined might of two established WWE stars in order to finally take back the title.

More controversial (and far more polarizing) was legendary wrestler The Undertaker’s loss to former WWE and UFC (Ultimate Fighting Championship) kingpin Brock Lesnar. The Undertaker is famous for his winning streak at the WrestleMania events, having never lost in 21 years of appearances at the company’s flagship show. Lesnar’s victory signalled ‘Taker’s first ever loss at the event, something which many fans found distasteful and upsetting.

WrestleMania has been the WWE’s signature event since 1985. The show was wrestling’s first major Pay Per View event and featured appearances by mainstream MTV stars of the time like Cindi Lauper, Mr. T and even Liberace.



In addition to numerous live musical acts (most notably Ray Charles, Little Richard, Living Colour, Run DMC, Willie Nelson, Ozzy Osbourne and Motorhead) later celebrity WrestleMania appearances have included boxing Champion Floyd ‘Money’ Mayweather, American footballer Lawrence ‘LT’ Taylor, Mike Tyson, baseball legend Pete Rose, Pamela Anderson, Burt Reynolds, Mickey Rourke, Alice Cooper and, of course, Muhammad Ali.

The 30th anniversary show was also the first WWE event to be streamed online via the company’s newest venture, the WWE Network, a live-streaming subscription service.

It Ain’t Broke, So Don’t Fix It: Capaldi’s Twelfth Doctor Keeps Matt Smith’s Screwdriver...And Leaked Photos Reveal a New Monster

Photographs (and a short video) have appeared online which apparently show that new ‘Doctor Who’ star Peter Capaldi will not have an updated sonic screwdriver for the latest series of the show (at least, not until episode 4, anyway)...The pictures also teased fans with images of a terrifying new monster.

The sonic screwdriver, a fictional piece of technology cherished by fans of the long-running British science fiction series, first appeared in the (now lost) 1968 story ‘Fury From the Deep’, starring Patrick Troughton as the eponymous Second Doctor.

Since that time, the screwdriver has been redesigned on numerous occasions. The first major screwdriver re-design occurred during the tenure of the Third Doctor (as played by Jon Pertwee).

Matt Smith, who portrayed the eleventh incarnation of the character from 2010 – 2013, received a brand new version of the device in his debut story ‘The Eleventh Hour’ in 2010. Prior to this, Tenth Doctor David Tennant and Ninth Doctor Christopher Eccleston had shared the same basic screwdriver design in their adventures. It is the Matt Smith-era version of the device that Capaldi appears to be using in the photographs/film.

The scenes being filmed in the photos apparently belonged to episode 3 of the newest series and were being shot by veteran ‘Casualty’, ‘Brookside’ and ‘Hollyoaks’ director Paul Murphy. The majority of the footage appears to feature multiple takes of Capaldi checking the screwdriver before anxiously running down a small alleyway.

...They also hinted at the introduction of a chilling new villain.

The un-named monster appears to be some sort of robot, with an angular, insectoid head and two glowing blue eyes. It seems to be a completely new character, although it is possibly a radical revision of an existing one. Only the head can be seen in the video, but it is enough to have fans speculating already.

Scottish actor Peter Capaldi was officially named as the casting choice for the Twelfth Doctor in August of last year and put in a cameo in the 50th anniversary special ‘The Day of The Doctor’, before making his debut in full during the Christmas special episode ‘The Time of The Doctor’.

The upcoming series (series 8 of the revived show) will feature Capaldi’s first full episodes in the role.

Robots in space, the Kirobo

Robots are in the news a lot lately. From Google’s mysterious plans to do something vaguely robotic over the next ten years (we’re not allowed to know exactly what), to Amazon’s proposal to build flying drones for international deliveries, it seems that the metal munchkins are everywhere, but none are as cute, nor as interesting, as Kirobo.

Resembling a cross between a mid-90’s SNES protagonist and an overgrown Lego man, Kirobo the robot stands at just 33CM tall (which is still positively gargantuan for a Lego man). His claim to fame? Kirobo is the world’s first robot astronaut and is currently orbiting the Earth aboard the International Space Station (ISS), where he has been since August of this year.

Kirobo was designed and built during a collaboration between an advertising company called Dentsu, the University of Tokyo and car manufacturers Toyota. He was designed as a companion for Japanese astronaut Koichi Wakata, who is perhaps best known as the first Japanese person to command the ISS.

Kirobo’s creators hope that the diminutive robot will provide emotional support to Wakata, providing interesting sociological data regarding whether robotic companions can comfort individuals who are subjected to long periods of isolation.



Kirobo has been specially designed to navigate zero gravity environments, he can also speak and understand spoken commands. In fact, Kirobo has many of the same properties as a smartphone in that he can record video and make (very) long distance calls (although his high score on ‘Juice Cubes’ is not yet a matter of public record). Kirobo’s facial recognition software means that he can recognise and react to certain individuals (presumably empathizing with their moods).

In addition to being a cutting edge piece of technology, Kirobo also appears to be of a friendly disposition, the little guy has already called us from space, saying, “My dream is to see human beings and robots live together as friends,"

Kirobo also reportedly requested Wakata’s presence at the station, saying “I really want to see you soon”, he’ll be waiting a long time, however, as Wakata is not due at the ISS for about eleven months.

WW1-Era Shipwrecks To Receive Protection

July 28th 1914 was a day that changed the world forever.



A global war was declared that would last for four long, bloody years and would cost Humanity millions of lives. Although the images of the gruelling, inhuman trench warfare that was waged in France are the perhaps most indelible from the conflict, it should also be remembered that an awful amount of lives were also lost at sea.

Britain alone lost over a thousand vessels from 1914 – 1919, together with about 89,300 sailors and merchant navy personnel. Germany lost hundreds of warships, as well as about 35,000 sailors. In addition, civilians were also caught in the ocean-going crossfire, as a German submarine sank the liner Lusitania in 1915, killing almost 2000 people in the process.

As we approach the centenary of the First World War, the seafloors are littered with the stark, skeletal remains of vessels leftover from this conflict. In recent years, however, these ruined ships have come under an increased level of threat from salvage teams, looters and profiteers, many of whom are intent on destroying the wrecks outright.

Shipwrecks such as those left over from the First World War, are a target for two main reasons. Firstly, they can be commercially exploited for scrap metals (and other artefacts) and secondly, fishing trawlers dredging the ocean depths in search of deep-sea fish can impact the ships, destroying them altogether.

In 2011 alone, three British cruisers, the final resting place of about 1,500 sailors altogether, were completely destroyed because copper and bronze had reached sufficiently high prices as to make such destructive salvage exercises profitable.

However, because the 100th anniversary of World War One begins this year, more and more of these ships will be protected by Unesco’s 2001 ‘Convention on the Protection of Underwater Cultural Heritage’, an agreement that extends International protection toshipwrecks over 100 years old.

Many people worry that these laws will prove difficult to enforce, however. Others still are worried that this move will increase the destruction of shipwrecks from more recent times, in particular, vessels from World War Two (1939 – 1945), before they come under Unesco’s protection.

Today, historians are attempting to use the centenary of the First World War as a way to educate people about the history and legacy of the conflict, as well as to demonstrate the cultural and historical importance of these undersea war graves. Many, including this writer, feel that such sites are deserving of our respect and reverence.

Shipwrecks also provide a very good habitat for local marine life and can even form the basis for coral reefs (if left undisturbed for long enough). These vessels are also studied for scientific interest, with experiments carried out on everything from metal erosion to marine biology.

At the time of writing, the British Government has failed to sign the convention.

What’s Lateral Communication?

The term ‘lateral communication’ can actually mean (at least) two different things.

In the natural world, here occurs whenever a group of animals appear to exhibit a collective intelligence. For example, when a flock of birds turns at the exact same time, remaining in perfect formation, this is lateral communication. Other examples include shoals of fish acting in perfect synch, or the movements of ant colonies.



In the business world, however, the term ‘lateral communication’ denotes something else entirely. In modern business, lateral communication is all to do with hierarchy. An example of lateral communication occurs when two workers on the same level discuss ideas (e.g. a manager talking to a manager). Its opposite term, ‘diagonal communication’, occurs when communication is initiated between different levels of hierarchy (e.g. talking to your boss’ boss, or your boss talking to you).

“The term lateral communication can be used interchangeably as horizontal communication. In his text entitled “Organizational Communication,” Michael J. Papa defines horizontal communication as “the flow of messages across functional areas at a given level of an organization” (Papa and Daniels 55). With this system people at the same level are permitted “to communicate directly without going through several levels of organization” (Papa and Daniels 55). Given this elasticity, members within an organization have an easier time with “problem solving, information sharing across different work groups, and task coordination between departments or project teams” (Papa and Daniels 56). The use of lateral or horizontal communication in the workplace “can also enhance morale and afford a means for resolving conflicts (Koehler et al., 1981) (Papa and Daniels 56).”

The pawns, on the other hand, can only converse one space at a time and only in one direction. Oh wait; I’m getting confused again!
